Among the 450-plus hotels in London is the luxury Conrad London St. James at $221 per night, representing savings of 33%.

And, in Rome, the 5-star De La Ville InterContinental at the top of the Spanish Steps is $155 a night, a 15% savings. In addition to luxury hotels, each city features similar savings for 3- and 4-star properties.
